Customs houses are buildings, first built in the Classical Age, which improve trade. They provide trade slots for trade with other players, reduce the commission on trades, as well as giving the settlement a greater income from captured and occupied (garrisoned) resource tiles (i.e. a Feudal 2 Customs House will add an extra 160% onto the 2000/h income from the captured resource tile, resulting in an income of 5200/h).
